A Navy sailor guards Florida speed boats seized in Isla Mujeres off the Caribbean coast of Mexico, Monday, Oct. 6, 2008. The boats were allegedly used to smuggle Cubans to Mexico, a route used by more than 11,000 Cuban migrants to reach the US last year.
