Will banning Burqa mean women empowerment?

France is to make a move to ban veil in public places. It's aimed at protecting the rights of women forced to efface themselves by covering their bodies entirely. However, many argue against this move. Muslims in France consider such a move meddling in private matters of choice. Also, the question remains about the women who honestly and willingly wear Burka. But the champions of French secularism argue that Burqa debate isn't secularism versus Islam, but manipulation and oppression versus dignity. They argue that ban would help protect rights of Muslim women. Do you agree? Will merely ban on Burqa than changing mentality make a difference?
