Why India is no villain
In India, we are like this only
Because authorities represent organization, it gives them no choice of retaining individual characters. On the same logic, authorities seek immunity from legal penalty and demand sovereignty or absence of accountability (as is normal public) because they were given no choices of self character.
And this absence of (self governed nature ) character is substituted by control by various means like oppositions in parliament, information technology, independent judiciary and use of media for rights of expression. If the controls become ineffective, authorities are not made to, cannot or will not protect public and given free hand to misuse laws and force. This symptom of authority is called ' lazy soldier without war'. Wars give soldier a visibility and martyrship. Authorties are no different.
Authorities neither can have a character, nor have it and thus work only when external controls by reward and punishment apply. Normally former criminals with ambition and reactive or evil characters need a system much more than a law abiding person, and if given chance, the evil better perform as protector of public in organizations and in governance whilst in full public limelight.
In India, Justice is in crisis. Judges want protection from public laws because they are convinced that authorities will misuse laws and force, and they too will be victim. A butcher is not afraid of animals but of the weapon it uses to slaughter the animals that should not harm it. If judges are buchers, public as animals, then laws are the weapon which can go either way. A buther wants the weapon to be blunt and should give it all the power but not accountability.
Imperfect society of Plato believed in republic as animal husbandry. Laws for butcher differ with laws of animals. Butcher by law should get no stain of blood on his cloth and yet domesticate and kill animals and called protector of public. Public must survive to fight within the laws, serve authorities, entertain the authority and after it dies, it serves the plate of food. If public fails in it, it is illegal.
Bad character of authority is never a secret. Finally, it was proclaimed in Roman empire that judges are not men of character of independent wisdom and can have no rigt to self governed nature but a procedure, laws or instrument of state. They were made to be faceless and wear black cloth which makes it a legal machinery hiding character of self. Laws were thus made public and judges were to apply laws for justice instead of individual wisdom and character of gentleman. India recogized Roman idea of law and replaced character (dharm) by conduct (vyavhaar) when British started to have judiciary and India ruled by it.
Organization suppress the character. For example, Na and Cl are evil chracters as individual but as NaCl is harmless compound. Organizational character should be better and less harmful than constituent individuals' character. Gandhi because of his character did not join politics of organization and refuse being an authority.
