There is a move by the Dept of Childrens' Rights ("protection of sexual offenses")to make it legal to allow kids of 12 to indulge in ""non penetrative sex." That makes it legal for 12 year old to indulge in heavy petting, feeling each others' bodies and probably even mutual masturbation . The thinking is that decriminalizing this activity will "reduce sexual offences".
This bill is flawed for a number of reasons-
1. Pregnancy can occur with even a minute amount of semen entering the vagina, which may occur with surface, non penetrative sex.
2. The spread of HIV is a possibility...who said teenagers are immune to this infection?
3. Who is to check if the activity progresses to full scale intercourse or not?
4. 12 year olds in this country have no exposure to formal sex education, which leaves them clueless about the consequences of the act of sex. the bill proposes to give them rights without responsibility.
So, parents beware! Should this bill be passed, you're not going to have the law on your side!
