A Ugandan passport must be the easiest document to receive for any foreigner. Just present some money and the rest is history.

The country has come under fire from Thailand's foreign minister Panich Vikitsreth for issuing a passport to fugitive former Prime Minister, Thaksin Shinawatra, who is wanted back home over corruption charges. The Ugandan government, as expected, denied the allegations of issuing such a document. Of course, if true, which many citizens believe it is anyway, no one will/is surprised by it.

it is all due to the corrupt officers we have in internal affairs especially passport office. it is easier for a foreigner with lots of money to get a passport than a Ugandan national who can only afford to pay the basic required amount of 80k. we really have to do something about corruption in Uganda
It is actually an open secret that the so many drug dealers on death row in either China or Iran are nigerians or nationals of other african countries. They are only Ugandan because they possess the passport but with absolutely no birth or family ties to the country at all. Uganda has been used as a conduit for drug trafficking because among other reasons, the ease of securing travel documents like a passport.
Issuing a passport could be probably be a way of enticing the former premier to invest his monies in Uganda. If the government comes out with such an explanation, maybe then, more citizens would be happy and approve of the move. Because then, more jobs would be created and the income of the country would grow.
