Sudan’s president indicted for genocide: Can universal jurisdiction be enforced?

The International Criminal Court has accused Sudanese President Omar al-Bashir of genocide in Darfur. Around 300,000 people have died since rebels took up arms in 2003. However, Sudan calls the action as a "political statement" and refuses to co-operate and recognize ICC’s jurisdiction. On the other hand, world leaders who consider themselves as untouchables are becoming wary of universal jurisdiction under which they can be booked for war crimes or crimes against humanity. However, its scope remains disputed.
