The Sinaloa Cartel has publicly accused the Governor and Attorney General of Chihuahua of supporting the Juarez Cartel in savage killings of women and children in the state.
A banner signed by the Sinaloa Cartel appeared this September 15 in Ciudad Juarez, where "El Chapo Guzmán" indicates that he does not kill innocents and that those responsible wreaking havoc on the state of Chihuahua are members of "The Line", on the orders of Vicente Carrillo Fuentes, supported by Governor Jose Reyes Baeza.
In a pedestrian bridge over Technological Avenue, opposite the Instituto Tecnologico de Ciudad Juarez, a banner was hung which read:
Message from El Chapo Guzman.To all citizens, I want to clarify, I do not order the killings of woman nor children. Nor do I tolerate kidnappings and extortion.
Those responsible for the complete destruction of this state are
