Should organs of death row inmates be harvested?

It is estimated that 37 death row inmates were executed in US 2008 alone. However, none of their organs was donated or used. Also, considering the fact that there are approximately 2,775 people on the waiting list for a heart transplant, the organs could have been used to give lives to many which otherwise were wasted. So, as death penalty still exists in many countries, should the organs be harvested from inmates?
