Saudi law does not have much a legislative body. Until a few years ago, there wasn't even the facade of one. Now the Saudis have the honor of have a male-only parliament where half of the MPs are elected in elections where only men are allowed to vote; the other half are appointed by the King.
Needless to say, such a body does not have much clout and a new elections to such a toothless institution have already been postponed. Most Saudi law is made arbitrarily by the Kingdom's ultra-conservative Wahhabi clerics. They sit, mingle and then decide what new oppression they will inflict on Saudis.
They have found a new arena: cosmetic alteration. Plastic surgery is, regrettable, quite common in the Middle East. Lebanese starlets like Nancy Ajram have popularized the "art" of artificially raised eyebrows, high checks and dense lips:
The Middle East is becoming of the top regions for cosmetic surgery, especially the puffing up of lips. Many Muslims have used the Qur'an to justify such surgery be citing the Qur'an principle of seeking happiness or something like that.

The verdict was that it's halal (sanctioned) to augment unusually small breasts, fix features that are causing a person grief, or reverse damage from an accident. But undergoing an unsafe procedure or changing the shape of a "perfect nose" just to resemble a singer or actress is haram (forbidden).
