The so called Rahmat Chacha, under who's guidance and supervision all planing and execution of Mumbai Attack took place is an agent of ISI. It means all attackers were indirectly on Governments pay role.
The Pakistani government, knows it well that they can't take action against those organizations, whom they are funding and breeding since long.
When their leaders speaks, they knows they are under sharp watch of these organizations and their own intelligence agency, which is fully involved in such activities, funded by their own Government.
