Nuclear Liability Bill and its impact on India – Common man’s perspective
Hi, I am not a security expert, nuclear expert, scientist, but a humble citizen of this country.
Before signing a Nuclear Liability Bill, we should discuss and inspect wider impact on this issue.
First of all, you can visualize if a nuclear disaster happened how the damages assessed which area included. It is not just loss of property or immediate loss of lives, it is all about future environment, future life of human being, plant and animals. Sometime, a nuclear plant can damage more than a bomb exploded in Hiroshima and Nagasaki.
The Govt. of India should seriously look into various game plan and future impact in govt.
A nuclear disaster can collapse our economy, alter the democratic function, create chaos, difficult in managing and manning disaster.
Altering and damaging environment, food security, agriculture, plants, and animals.
Collateral damage – Loss of precious lives, damaging property, records, failure of governance, riots, devalue of properties, currency, collapse of economy the damage is irreparable.
If US or Europe think to alter India’s growing economy and create a nuclear disaster in India through their corporate – suppose our Nuclear liability put a cap of mere Rs.500 or 5000 crores. Our damage might be more than Rs.10 lakhs crores. At the time of crisis, our property value reached from Rs.100 to Rs. 5/- and the big corporate companies, banking sector and the respective govt. can acquire cheaper assets, companies and put more conditions on elected govt to their whims and fancies. Thus one disaster make multiple effect which even spread to other region.
Today the global economy has no strong foundation which is at the hands of big corporate and parallel gamblers.
My main suggestion Govt. need to review not just Nuclear disaster, it should also include chemical, biological and other disaster which big multinational and corporate companies involve.
I can best explain like this – If some corporate-political- real estate mafia wanted to unseat the govt. and acquire vast properties by creating disaster and instability, how you can understand and assess the damage. How to find the liability to what extent? There are so many unanswered questions. Suppose
A nuclear disaster happened/ created at Delhi under ABC company – the onus of responsibility goes to ABC company only. While many real estate firms, corporate multinationals and other elements like political investments done and reaping the benefits under this disaster which is unnoticed and ABC company loose just Rs.5000/- crore. While More than 10 lakhs crores rupees to 100 lakhs crores lost by people of India , Indian companies, and other individuals. One cannot understand that ABC company is involved in the ‘disaster gamble’? Even if they involved, they might get Rs.10000 crores + at other way at international level Need to assess and fix such gambler a great future challenge for any democracy even the USA . Sky is the limit of corporate greed and jealous. Democracy is the fertile ground for such gamblers.
Another example is that if America want to damage our economy and devalue our currency and improve the value of dollars – they will try to create a disaster like their own company like Dow Chemicals or nuclear disaster etc. and strengthen themselves.
Growing terrorism threat in India especially in and around Nuclear, chemical and other vital installation and other institutions creating more vulnerability. Some big Terrorist organization acting like a contract killers who can easily target and depute by enemy country which the matter making more worse like the 26/11 in Mumbai and Sept. 11, in US.
Nuclear reactors should not be a liability of Indian Govt. and its citizen. While setting up nuclear plants, it should be at interior location where there is less human habitat.
Like the invention of IPL in cricket and thousands of crores betting industry, we cannot ignore the fact that the international gamblers engage and find out new form of betting in ‘disaster gamble’. In globalization, liberalization and privatization, everything is possible in Democracy? After all this is called ‘Democracy’. Just law cannot protect the citizen from disaster?
When I talk about disaster gamble, it is already happening in and around the world – Look how the Americans companies creating conflict and selling their expensive arms and ammunition to other region. Similar thing is possible. Every action is the opposite reaction.
All the above points which I brought to the notice because, govt. of India cannot fix the Nuclear Liability and in the interest of public at large abstain from signing such liability bill and govt. should not be trapped for American strategy. I suggest to make their respective country as a party and all multinational companies work within the parameters of their respective govt. and the host countries with common international norms for safety and security parameters. One of the conditional ties for setting up a nuclear reactor in India should be tripartite countries between host country, multinational company and the country the company belongs to. This will create more clarity and liability for any company and country to prosecute and try as per international law. The next suggestion is that the Dow Chemicals in India have different law; while British Petroleum have different law in US should not be allowed. A uniformity in law needed and whatever law applicable to India the same thing is applicable to their respective country. My question is can US create Nuclear Liability Bill of Rs.500 crores in the event of nuclear disaster in US for Indian companies? India should stick to this argument and Indian corporate should also allow to invest and engage nuclear business in abroad.
Govt. should not make any hasty approach on this issue without studying all aspects in the interest of public at large in India .
