Is Red tapism the prime cause for retroversion of Indian Science?
The boastful wings of Red tapism spanned across all sectors of the country. Bureaucratic procedures are omnipresent. Is it the only cause of regression of Indian Science? Prime Minister Manmohan Singh at the inauguration of 97th Indian Science Congress (ISC 2010) on Sunday echoed the names of pioneering scientists like Meghnad Saha, J.C. Bose, Homi Bhaba, Vikram Sarabhai and Satish Dhawan.

He expressed his deep felt rues saying, "It is unfortunately true that red tape, political interference and lack of proper recognition of good work have all contributed to a regression in Indian science in some sectors from the days of (Nobel laureate) C.V. Raman and other great pioneers of Indian science,"
He acknowledged that the arduous thing to do was changing the ideology of senior faculty and university brass. In his inaugural speech, he invited the scientific community to explore all the related issues and charter with them to unloose Indian Sciences from the trammels of bureaucratism.
He pressed on proposals of mechanism for greater self-reliance from the scientific institutions and assured of the autonomy from the government.
Considering the issue of “Brain Drain” Mr. Manmohan Singh said that it would draw some special inducements. To bring in “Brian Gain’ he said that the Indian scientists working abroad should be bucked up to hark back to the mother country and work at universities and scientific institutions in the country.
Hope, by implementing the mentioned measures, Red tapism could be countervailed but how about the political encumbrance and good work credit. Is there any possible ending to such trouble?
