The reason,quite simply, is that there are so many escape routes for the corrupt.In an irony of sorts,the involvement of high-ranked officials in 'poultry scam ,'dal scam'and etc. is a colossal embarrassment for Army which believes in pursuing high ethical standards.
A crash course in accountability and fair play besides an efficient and swift disciplinary proceedings would enable the Army to retain its luster and pride.However,an institution like Army , enjoying high degree of reverence,shouldn't have given way to such malpractices .
