Education officials charged over Shs 100m loss

I am not sure if i should be happy or sad over the step taken over the disappearance of Shs 100 million FPE funds, but sad is more weighty that the opposite. I am now sure enough has been written about the scandal we need not to delve more on how the funds disappeared leading to Kenya losing a handsome amount of money to the scam which caught Kenya unawareness. The recent development is that 3 senior ministry officials have been charged in a Nairobi Court with the loss of over shs 5 million from the Ministry of Education meant to facilitate Free Primary Education program.

Those arraigned in court yesterday were, deputy directors of education Enos Meshack Mgwa, Thomas Omuga and Christine Chacha Wegesa a senior education officer. Senior principal magistrate Liucy Nyambura issued summons requiring acting director of Secondary and Tertiary education, Concilia Ondieki and assistant directors of education Patrick Lumumba Aghan and Francis Kimosop to present themselves in court for purposes of taking plea.

Magwa, was accused that on or about November 3 2008 at the ministry headquarters, jogoo house, in Nairobi fraudulently acquired Shs 1.3 million intended to cater for a workshop on management of instructional materials for secondary schools in the Coast region.

He was also accused of making a falsely accounting Shs 1.9 million intended to cater for a workshop on management of instructional materials for secondary schools in the Coast region.

The court was further told that Magwa on the same day issued four fake receipts for the sum of Shs 100,000 to Leah Rotich purporting them to have been issued by Greak Beach Hotel and Amir’s book centre.

Magwa and Wegesa were accused of fraudulently acquiring Shs 1.3 million and false accounting of Shs 3 million meant for sensitization workshops.

A lot of charges to be precise have been raised against officers in the ministry but the move could leave raised eyebrows. I wonder where the PS iS, and is he really feeling any guilty if these people are to face the law on his behalf? I don't wish to defend any thief but i think these guys have just been used as a scape goat.
