Apathy of Revenue (Taluk office) department in Bangalore

I have been doing rounds to Taluk office which comes under Bangalore North ( additional ) to get some documents to fight a case against a Land Grabber. Let me narrate the apathy there.

Starting from the Looks of Office:
***********************************

Our Vegetable Markets are better organized and you know who sells what.. Just imagine 100’s of people in a poorly lit place ( all Tungsten filament bulbs – a state which is reeling under power problem and Govt publishing ads everyday to general public to use CFL Lighting and there own department not following the order). One can see people from all walks of life standing there without knowing whom to contact. They were all at the mercy of Revenue department people. This is the department which doles out Ration cards, schemes like NREGA, Old age pension schemes. Your office looks shabby where people from E.weaker section visit you and you have Posh offices where High Net worth individuals visit.. Its a shame. This was not different when i visited Bangalore North Taluk office which is in heart of the city, KG Road.( PanParag Splitting ground)

The Process
*************
They ask you what is it ? Files are thrown all around … Dont confuse this to be a research environment.. It is a constant google search for them. They dont know where there files are .. they dont know whats the next step.. the only common answer is “Amele Banni ” which is come later.. Let us see..

The Officer
************
Officer In charge is a KAS officer.. seems to be upright but lack in house office administration skills.. should send her to a Japanese company.. She was not able to bear pressure of public who hold papers in their hands and influential politicians calling them all the time to get their things done. I began wondering why one needs to be a KAS officer for what she was doing.. absolutely nothing..not applying her mind most of the time. ( Officer in Bangalore North taluk office was no different.. it seems he is getting transferred to DC office .. reason.. unable to take pressure)

How i got my things done finally
*********************************
Strange are the ways things work. You do what you dont want to do. Thats the way system works. After understanding that mere submitting a request wont work, used some influential persons name for things to start moving and continuously called up the person in charge ( he should have been fed up with so many of my missed calls) and finally gave me the docs in a typical govt way. B/w this i met some one in the survey department who opened a Survey register of a particular place and saw everything in bits and pieces.. completely torn and dared to give me a written answer saying this document is torn.. these are assets of govt.

Thoughts in my mind:
**********************
1. Remember the grand old days of our telephone connection, Bank functioning and even the bill payment departments.. and how tech has changed them all .. especially DOTelecom adopting tech in a big way , samething with banks and we have Bangalore one ( integrated service for all bill payments)..
Adopt Tech first and fast..

2. Good working environment
Should we speak about this ? Keep office clean & tidy.. Put name boards, let people know who you are and what files are you responsible for .. God sake change the bulbs..

3. Mindset
Suggest them a education tour ( not the kind of knowledge that our politicians gain by visiting china, singapore, US etc ).. Let them get a feel of how people work, interact ..

Karnataka Revenue department Ministry is headed by a big wig who is also a Industrialist who people claim ( should be true) has got all his asset the wrong way . We understand compulsions of the political party ( these ministers are fund raisers) but let these people appoint some upright officers who can bring in change. We all know that you the politicians cannot change.. bring upright people like what Rajiv gandhi did .. Sam Pitroda for Telecom later Mr. Vittal for IT ,Montek at Planning commission.

Trust things will change..
